拿到綠卡後如果都有報稅就填NO，反之YES

拿到綠卡後如果都有報稅, 或者你沒有工作不需要報稅，填NO。
拿到綠卡後如果你需要報稅而曾經沒有報稅（failed to file tax returns），填YES。移民麵談官員將會要求你作出解釋。
