That I know. We are just exploring all possibilities. We are concerned that an extra minor might hurt their chance of approval due to their poor background under the new rules. 

Can you please clarify if follow-to-join will work in such a case? I’m not sure because my sis in law is not the direct beneficiary of f4. -The kid's immigration is as your brother's derivative (step-child), not her mother's.

-Yes, the kid can do following to join any time later if she does not immigrate to US together with the parent as your brother's step-child.
