8老師你好！

我父母親綠卡，持re-entry permit 回國已經超過一年。原定是在明年5月份回來。現在川普政府通過了新的公共負擔規則，我父母親需要在其生效（10/15）之前回來嗎？我們居住在麻州，他們用了麻州的mass health看病 （不是聯邦級的醫療保險）。申請過聯邦和州級別的低收入住房， 但是還在審批中，沒有下來呢。沒有申請過現金補助和食品券。在這種情況下他們需要提前回來嗎？

-Not have to. The new rule does not apply to them unless they will get the public charge benefits in the future.
