多謝！我以為如果申請材料郵寄出去， postmark在10/15之前，就按老政策； 否則按新政策辦。 這個理解是錯誤的嗎？

-My understanding is that if you got the green card before Oct. 15, 2019, then the new rule will not apply to you.
