I become a citizen recently. My sister in China has a son who will turn 11 by the end of 2019. If I file I-130 for them now, will her son age out while waiting?

Will CSPA freeze his age?-No. The kid's CSPA age is only frozen at the time he files DS 260 after about 12 years later.
