請教8老師和其他有經驗的前輩: 小孩21歲辦父母移民

小孩在美國出身，美國公民，今年將滿21歲。 其父母是加拿大公民。小孩是美國大學大一全職學生。早晚在快餐店打工。小孩無三年報稅記錄，無全職工作，年打工收入不超過9000美元。 
請問:小孩有資格為其父母今年辦移民嗎? 必須等到小孩大學畢業有了正式工作才可以辦父母移民嗎? 多謝
