請教8老師，父母入籍的時候，孩子未滿16歲，但當時沒有申請美國護照。現在孩子21歲了，是否還能申請美國護照？還是需要孩子自己申請入籍？如果可以的話，是否需要先申請N60，還是直接申請護照？謝謝！
