父母移民填 I864表格，是父母分別做principle immigrant嗎？

同時給父母辦移民，填I864，得填2 份，是不是父母分別做principle immigrant？

另外，我國內還有一個妹妹，但是她不移民。那麽I864需要填上她嗎？
