motion to reopen with EOIR

I-212 and 1-601 solve only addmission problem and the removal order still stands. Since already having had green card, there is no addmission problem. To vacate the removal order, I think it needs to file a motion to reopen with EOIR. But can we file such a motion on the ground of green card? Is there an immigration law to govern the vacation of a removal order on the ground of green card?
