-Depends. If the child's CSPA age is < 21 when the priority date is current, then the child is not age-out.
CSPA age = the child actual age when the priority date is current - I-130/I-140 pending dates
Note: I-130/I-140 pending dates = I-130/I-140 approval date - I-130/I-140 receipt date
both the dates can be found in the I-130/I-140 approval notice.
第二個問題，在移民申請的等待期，我們還能以旅遊簽證入境美國嗎？-Depends how long the priority date will be current. If it still takes several years, then it should be fine to visit US using B1/B2 visa.
