請教H-4 Extension 中的 Other person in this application, H-1 算是 Othe

H-1 以前前曾經申請過 NIW 被拒，
H-4 Extension 時 I-539 表中 你或any other person included in this application file 過 immigration petition, 以及 immigration visa? 
這個問題怎麽回答啊？ H-4 Extension 不是和 H-1 Extension 一起交的，那麽 H-1 算不算是 other person included in this application 呢？
