H1B=>H4=>H1B

I had a H1B two years ago and later changed to H4 after layoff. Recently I got a job offer and hope to change H4 back to H1B. Does my H1B application is limited by the quota? I am wondering if AC21 portability can be applied to prevent the quota limitation? Thanks.
