Just do the PERM and apply for I-140 first. After you get I-140 approved, your TN can still be renewed. No problem.

I got my TN after my I-140 had been approved. This is my experience. With my TN status, I submitted I-485 and got my green card.

So, there is no need to apply for H1-B for a green card.
