The VO in the US Consulate has no right to make a judgement or decision whether the green card is valid or not (They don't care about it). They also has no right to cancel the green card officially even if they know the green card is void. They will always deny her B2 application when she still has the green card. So, she needs to give up the green card before applying for the B2 visa.

If she uses this green card to travel to US, the IO at the port of entry will take it away and deny her to enter US. So, she needs to file I-407 to the US Consulate to abandon the green card, and then apply for the B2 visa. Otherwise, she has no chance to enter US. Of course, she can apply for the green card again if she meets the green card application requirements.
