Thank you very much for your reply! My understanding is that since my daughter is under 18 year ago, even she is illegal stay now (because her H-4 expired), there is no penalty. Is that correct?
-Correct. But she cannot adjust her status within US. So, she has to go to China to apply for the immigrant visa to become a greeb card holder.
