Not Only H1B has form I797. Other visas have it too, like you apply for EAD card, you have a form I797 as well. It is a notice of action from INS.

I think so, you can only work when it is valid start whatever date they specify there, unless you are in OPT now. Very strange, why do they only give you one year, I think they give three-yeras normally. Did you use some period of H1 before.
