As I said above, your child can study in Canada, but he needs to have the advance parole (AP) to stay in Canada. AP is valid for one year, and he can come back to US to file I-131 to renew it. If it is urgent, he can go to the local USCIS Office near your location to apply for emergency AP.

If he can apply for a school in US, he cannot be an international student (F-1 student) due to his immigrant intent, but he can use the AP to travel to Canada and come back to become a parolee, then he can apply for the US college/university as a parolee, and thus he also can be qualified for application for financial aid.
