持非移民簽證在美國,都是國際學生. 與是否有SSN, 是否報稅, 是否排期馬上到, 成績好壞等等沒有關係.

Berkeley的解釋: (http://summer.berkeley.edu/international/are-you-an-international-student)

International students are defined as "non-immigrant" visitors who come to the United States temporarily to take classes. A non-immigrant is someone who:

  • intends to stay in the US temporarily
  • does not have US citizenship or legal permanent resident status (a "green card")
  • applies for a visa to be allowed entry into the US
  • has an F-1 or J-1 student visa (most international students at UC Berkeley have F-1 or J-1 status)

 

不過, 等綠卡批準, 可以轉換成非國際學生.
