EB1b and eb2

can apply for EB1b category and eb2 same time? Currently eb2 perm is underway, but takes time. Can I hand in i140 for EB1b same time?

 

secondly when is good time that changing a job won't have any impact on the GC application ?

 

currently on h1b, if change employer, will h1b transfer the way to go or apply for a new h1b for the new employer ? The current expired till 2019. Cap exempted for my h1 b
