難道SB-1簽證回來 美國不需要付費重新獲得新的綠卡嗎？還是因為我母親因為舊綠卡丟失，而且綠卡身份將在2017年4月到期，如果沒有SB1也需要renew, 屆時需要新的背景調查。而廣州沒有進行全麵包括FBI的背景調查，所以卡在這裏？

after your mother entered US using the SB-1 visa, her permanent resident status was reinstated/recovered (it is not a new green card application). So, her old green card is revaliated, i.e. she can use her old green card. But because her old green card was lost, she needs to file I-90 to get the repalcement.
When your mother entered US using the SB-1 visa stamp, i.e. I-551 (green card) stamp on the passsport, the IO at the port of entry should have endorsed the visa, i.e. put entry stamp on the visa, thus this endorsed visa stamp has the green card function for one year. So, before she gets the new replacement of green card, she can use this green card stamp to travel outside US or work, etc.
