請教8老師，這種情況隻能夫妻一方回國和孩子住兩年才能申請孩子移民了吧？

-Yes, unless the child can come to US.

如果當時領養的時候有一方是公民就可以直接申請移民過來了吧？

-Right, but the adoption procedure is somewhat complicate. You may try to follow the adoption procedure in US to do the paperwork. Because you have done the paperwork in China, you may only need to follow the US adoption law to do the paperwork. Talk to an experinced lawyer.

可是好像中國對外籍人領養孩子有很多限製的。
