My husband 綠卡申請被拒，理由因是黨員。已過了半年。他現在可以申請B2簽證嗎？

-Probably it is difficult due to immigrant intent, but not hurt o try.

By the way,  Communist Party membership should not have to be  the denial reason of immigrant visa application as long as the purpose of joining the Party was for employment, etc., and he just needs to explain it and provide the statement addressing why he joined the Party.

He can apply for inadmission waiver if the VO still insist not to issue him the immigrant visa by filing I-601. See this link (consult an immigrtant lawyer if necessary):
