If she has stayed in China for > one year without reentry permit, her green card is void and can not be used to reenter US. Unless there was any uncontrolled factor to provent your mother from retuning to US in the past year, she had better abandon her green card in any one of the US Consulates in China, and then apply for B-2 visa to come back.
