如果開不出領養證明，但派出所提供出生證明，那我們決定不給養母辦，隻給生母辦可以嗎？

-Depends on whether you were "領養" following the Chinese Adotion Law or just were "寄養". If you were just "寄養", then you can sponsor your biological parents' green card, but not 養母. Otherwise, if you were "領養", then you can not sponsor your biological parent, but you can sponsor your 養母.
