請教尊敬的8老師，我的父母於12/15/15持親屬移民簽證IR5進入美國。可能是年齡因素（80歲），在當時未進入小房間問話和打指模。時至今日，已超過60天，還未收到正式綠卡。鑒於為他們申請社安號的經曆，隻有我父親進入係統，我母親的名字未進入係統。我去國安局詢問，但被一再問及有沒有交$165 一人的費用。我想請教8老師，規則是否有改變：由原來的自動取得正式綠卡而變成付費$165一人才能得到正式綠卡？
-Yes. You need to pay the immigrant fee of $165 for each of them after they got the immigrant visa. This fee is for the green card production. If you don't pay this fee, USCIS will not produce the plastic card for them.

But for their SSN card application, they can bring their passport which has their endorsed immigant visa to the local SSA Office to apply for it, not have to provide the plastic green card.
