我兩年前幫哥哥遞交了I-130申請，現在排期中。 現在父親生大病，想叫哥哥來一趟。 請問

1）哥哥能申請探親或者旅遊簽證嗎？

-It should be fine.

如果能， 在填 D-160表時 “ Has anyone every filed an immigrant petition on your behalf with the United  States Citizenship and immigration servrcie"  YES  or NO?

-Say "Yes".

2）如果填yes, 被拒的可能行大嗎？有醫院醫生的信和報告。

-He can explain it to the VO if asked that he has to wait for a long time (several years later) to apply for the immigration visa, and he will return to China after the short visit.
