    I called NVC yesterday and i was informed that my case needed some ADDITIONAL necessary steps to be handled. What might be the additional necessary steps?

-I don't know. Maybe it is just excuse for their slow process. Just be patient, anyway.

my case is nothing special, but to apply green card for my mom who is currectly in China. Thanks for your patience!
