1. She can file, but it's up to USCIS to approve or deny. The 1st extension has a good chance of approval, in general.
2. If you have taken the oath and received citizenship certificate, you can file for her. Whether she is safe to return with AP depends on whether she has been keeping legal status when in US since last entry.
