Contact the US Consulate In Guangzhou to see whether they can extend the visa expiration date. They may need to make an appointment for the interview again. Need to provide the evidence why they did not enter US before the visa expired. If the US Consulate do not extend the visa expiration date, then you may have to contact NVC and ask NVC to do the paperwork again (e.g. pay the IV fee, etc.).
