need help about apply GC for my child

Sorry I can not write Chinese i this computer


my daughter was student in USA and hold F1 till last year. She is working in ireland now and she will be back usa in Oct by H1B. 

I plan to apply GC for her. 

My questions are

1. becasue she will go back usa so soon, should I fill the application for her now or I wait she came back usa in Oct. ?

2. if I fill the application now How to fill question Number 22?  I should put which USCIS office to adjustment of status to that of a lawful permnent?

in china? ( but she will not stay in china)
in ireland?( she will leave there in one month)
or in usa? ( she will stay in usa but she is not here now)
