-Did you marry your husband before he got his green card? If yes, then you can just file I-485 by following to join. Otherwise, no because your spouse has been a green card holder. If he was not a green card holder and applied for green card together with you, then you would use the rule of country of visa cross-chargeability to get your green card.

出生地是歐洲的employment-based 2nd is still current according to the visa bulletin.
