請問8老師及各位老師，F4 親屬移民問題。感謝！！！~~~

老師們，求問：

1.現在我媽媽作為F4親屬移民primary beneficiary已經接到了廣州領事館發來的instruction。現在正在準備預約簽證以及需要的材料。但是郵件中有一條不太清楚，請老師解答： “登記完成後, 簽證申請人應該查看美國國務院網站http://travel.state.gov/visa/bulletin/bulletin_1360.html了解所屬簽證類別的排期進展狀況以確定是否具有簽證配額，這是因為你所申請的簽證屬於有配額限製的簽證類別。你的排期已在此通知開始部分列出。請問：F4的簽證配額是什麽？這個排期是否就是priority date，也就是我們最初申請F4的日期？現在的F4 cutoff date （6/15/2002）已經過了我們case的priority date，是否表明我們現在可以就可以申請簽證了？

2 在immigration visa instruction裏，提到了需要準備resume，是隻適用於工作簽證的申請人還是適用所有visa的申請人？”A work plan explaining where the applicant(s) will seek employment after immigrating to the United States“，因為媽媽已經退休了，而且不會說英語，對於這個有什麽辦法可以很好的解釋來美國的目的嗎？

3. ”All documents not in English must be accompanied by certified English translations. A competent translator must certify the translation and swear to the accuracy of the document before a notary public.“ 對於這點，是否說明簡曆也需要去公證處公證？

4.  我作為derivative beneficiary，現在美國，今年暑假畢業，需要申請OPT。請問我的OPT 申請和F4 親屬移民的derivative beneficiary會不會有衝突？

5.在官網上下載的immigration visa instruction裏要求準備的材料（例如DS260）是否隻適用於沒在美國的申請人，不適用於已經在美國的人？是否在美國的我作為derivative隻要follow I-485要求的準備材料？
