The 10-year visa is issued by the US consulate in China. When you come to the US portal of entry, the custom officer may permit you to stay six months or 12 months for B1/B2 visa. When you leave US, you can use the 10-year visa to buy the new flight ticket to go back US. Weather you can pass through the portal of entry, nobody knows.
