Canada Landing Fee

I received the second letter from Canada Consulate General in Buffalo. Now I'm preparing some additional documents and medical exam. My question is: do I have to send them $715 landing fee along with other docs at this time? On the letter it was mentioned "if you have not already paid RFPR fee, you MAY do so at this time". They didn't say "you must do it at this time".

What do you think? Can I pay it when I enter Canada later? many thanks.
