昨天可能沒有表述清楚，現重新歸納提問如下：
1. 現階段從提交 I-131（Re-entry permit，有綠卡）申請到最後批準大概需要多長時間？

2. 從提交申請到被要求打指紋大概需要多長時間？

3. 因為根據移民局網站的信息，似乎是可以通過網絡提交申請。我想請問，申請人暫不在美國的情況下，是否也可以通過網絡提交 I-131 的申請？

4. 我知道移民局網站似乎是說申請人必須在美國才能提出申請（因為需要打指紋等）。

但我的理解是，隻要申請人能夠在移民局規定的打指紋時間到場即可，不知道是不是這樣？
-You can leave US after doing the biometrics collection, or leave US after filing I-131, and then come back to do the biometrics collection.
