BUT CBP officer cannot deny their entry into US if your in-laws refuse to agree with CBP officer's determination.
Then the CBP officer must allow them to enter US and your in-laws will see an immigration judge who will determine their fate.
-The big risk is that if they enter US to face the immigration judge and they lose the case (most likely it is), then they will be deported. Thus, the consequence is very serious. So, most people just give up the green card in the US Consulate and apply for B-2 visa to enter US, especially the old Chinese people (e.g. parents) who do not know English and basic US law will feel big pressure psychologically. If they want to get the green card again, just reapply for it.
