Green card holder apply for spouse, even if the spouse is in US with H1B, you will still need to file I130 first and wait for immigration visa number after I130 is approved. After the immigration visa number is available to you, you can file I485. Meanwhile, the spouse has to maintain his/her legal status in US by him/herself, i.e., keeping H1B status in your case. It is going to be a very long waiting.
