Is it reasonable that USCIS requires 2 year legal custody when I filed my petition?
-Yes, it is required by law.

My argument is that although the time of legal custody was less than 2 years when I filed my petition, the legal custody time already exceeded two years to the time of case process.
-You were not qualified for filing I-130 at that time, and that is the point.
