why not try to convince your international office first? becuase this may be the best way to walk out of your current situation.

by my own experience, I only transferred my j1 from one university to another within USA, and the department of state required me to get second waiver for my new project in another university. that almost killed me at that time. you know, different people have different case. sometime, my experience may help you or may not. just give you some suggestion. I do think you should ask your international office first. they should know the policy but usually they do not announce it to J1 holders unless you or your boss ask them.
try it. if it can not work, then try others.

in some university or state, once you get the recommendation letter of J1 waiver from the department of state, you can apply a premium H1b right away with this letter. I do not know what is the requriment in your university.
