Yes, and apply for the B2 visa at the same time or later when filing I-407 to the US Consulate. Also bring the approved I-407 with her to US (the VO will give back the I-407 to her) and this approved I-407 is the evidence of the abandonment of green card and need to provide the copy of it when she applies for a new green card.
