Later, USCIS issued an I-94 attached to I-797A that expires on 2016-Nov-4, on changing job petition approval notice.

So, your I-94 has no any issue so far. Your H-1B status is valid until 2016. So not need re-do H-1B. File I129沒有必要，因為H-1B沒有問題， 並且仍然不會有新的 入境I-94，不能解決駕照問題。

As for driver’s license, 出境可以得到新的I-94，可以解決駕照問題。還可以試不同的DMV官員，試不同的DMV官員，有經驗的老的官員見過I-797A 附屬的I-94。
