question about passport photos

My lawyer said that the image of my passport photo is too small and don't meet the immigration standard...

I am confused because I took passport photo from CVS... I think it should be correct... But my lawyer said it is not correct.

Who can tell me what kind of passport photo is correct to meet the immigration standard?
