因為朋友在國內DIY辦理EB1A時碰見許多問題，比如繳費，他沒有美國的卡等等，填140表時，他也不是很懂，
所以就讓我做他的pititioner,由我在美國來幫他傳遞一些文件啊繳費等等，不知道我可以做他的pititioner嗎？
-No. The petitioner or applicant is your friend himself. But you can be his agent to receive all correspondence from regarding the case and pays the immigrant visa application processing fee for him in US. After USCIS approve his I-140, USCIS will forward the I-140 to NVC for processing for immigration visa application. Then, NVC will send him Form 3032 and he needs to indicate you as his agent in this form and sign it, then return this form to NVC.
