您的意思是，她還是需要在國內呆一年。但是這個是移民局硬性的規定嗎？
-No, but B2 visa is for short visit and if you apply for it just after you visit US, the US Consulate will not approve it. Normally, one year or more is fine.

如果第一個簽證期內她在美國呆了超過了半年，下次申請就一定要隔一年才可以，否則就一定會被拒簽嗎？
-Yes, most likely.

我是想讓她能夠長期和我在美國生活。
-No way, unless immigration (green card).
