還是比如入境美國後才能在線填寫。USCIS的官網上似乎沒有境外填寫限製。
另外朋友當初綠卡是在東海岸拿的，現在在美國沒有固定住所，持馬薩諸塞州駕照，像這種情況他可以去San Jose的USCIS local office為綠卡加注嗎？
