請教8老師: 今天麵試公民, 通過了, 但是麵試我的人說我的申請應該在搬家90天後遞交

我是9/1/2013搬家到現在州,11/10號遞交申請, 打指紋等都順利, 今天才告訴我該問題.
他告訴我: 他會發信, 解釋原因, 我的選擇是can withdraw current application, can file fee waiver petition, can submit a new application.
Can I call local representives? Can I mail state senators? I do not want to waste time and money again.
Should I take action right now or wait till get the letter from local USCIS?
