I ran into exact same problem. My name is not on my family's current Hu kou ben (Family Household Registry) anymore. My family also has moved after I was remove from the Family Household Registry (going to college).
But the local police office always keep a so called the Family Household Register Form. This is not the Hu kou ben itself, but it is what the Hu kou ben is based on. They always keep that record no matter how old it is. (I know this becouse I have a friend who is an officer and that is her job)
My parents went back to the place where we used to live and made a copy from the local police station and had them put a seal on it. Then they had it translated and notorized and mailed it to me. I then send it back with the RFE letter from USCIS. My I130 was approved this Monday.
