For GC application when holding J1 visa,

1. J1 wavier is a MUST for filing I1485;
2. H1B is optional as long as your J1 visa is not expired before filing I485.

Lots of J1 holders file H1B petition when waiting for I485 approval. This is because you will be in safe harbor when CIS turns down your I485. So please do not confuse people here.

By the way, My J1 status is not expired yet, but I got my I485 approved recently, and of cource, I got my J1 wavier approved before filing I485. Check my previous post. Thanks!
