My baby was also born in the US. I also brought her to Canada (after landing) without any problem. And after we came to Canada, I applied immigration for her and she had got it already. So maybe better not to bring your baby when you land Canada, if you are not sure about it. But I don't understand why you didn't apply immigration for your baby if you plan to live in Canada. If no immigration status, your baby won't get any health insurance coverage. Even if you buy some kind of travel insurance, it will only cover emergency.
