Thanks Teacher 8. I am sorry I meant LCA. So does he need to apply LCA prior H1-B, a prerequisite?
-Yes. It takes about one week to two weeks.

I remembered I got H1-B first then almost 1/2 year later got LCA.  
-Impossible.
